Describe the Issue

Not saving priory trinket (haven't tested with other on use trinkets) with Incarn, will request using it during generic pulls even when Incarn is 30 sec from being up. This causes a knock on effect where using the trinket when requested causes the abilities to become further out of sync over the duration of a raid boss or M+ key.

How to Reproduce

1. Enter as balance
2. Have Signet of the priory equipped
3. Use CD's
4. continue normal suggested rotation until Trink CD is back up but Incarn is not

Additional Information

After further testing it appears to be inverse, Incarn is not "holding" a charge to line up with the trinket, causing Incarn to be on 1.5 min CD when trinket is 10-20 seconds away from being ready. This means that the trinket is suggested because incarn is so long away from being ready, which makes sense.

Incarn should be held to align with trinket assuming it will not result in being capped on 2 charges.

The interim solution is to just use your cooldown toggle to control it, which is the recommended way to play regardless.
