Frostfire Mage, Addon is recommending Frostfire Bolt over Scorch at all times, including below 30% (execute)

Before You Begin
- I confirm I am using the latest version of the addon (outdated versions may have problems that were fixed on the newest release).

- I checked for an existing, open ticket for this issue and was not able to find one.
- I have updated the issue title to clearly describe the problem.
- I am reporting an issue with the default specialization priority (not a custom or imported priority).

Describe the Issue
Scorch should be reccomended over Frostfire Bolt during execute phase, however the addon will always recommend FFB, regardless of health.
How to Reproduce
Enter Game as Frostfire Mage
Attack target dummy below 30% hp
Frostfire bolt will always be the recommended builder spell, regardless of enemy HP.

Additional Information
Scorch should be recommended when the enemy is below 30% for guaranteed crits to build up heating up, however both Hekili and Raidbots are not recognizing this.

So the addon is doing exactly what the sim does, which is the philosophy. If the sims are wrong, it should be brought to the attention of the Theorycrafters in the Mage discord so they can correct it. If they make changes, we will follow suit. However, given that the written guides also do not suggest scorching in execute over frostfire bolt, this is probably unlikely.
You may want to do some research into your spec rotation for your hero talent tree, as there is a difference between Sunfury and Frostfire.
