[REC] Against All Odds requirements

Describe the Issue
Regarding Shadow-Pan, Hekili is not considering storm earth and fire windows with the new tier set abilities. During these windows, its important to maintain the against all odds buff at 20 stacks to maximize damage, effectively changing the priority.
How to Reproduce
- Go to target dummy in dorn
- Follow hekili and watch the buff against all odds fall off. its following normal priority and not considering tier ability interaction of against all odds during storm, earth, fire windows.
