Describe the Issue

Reavers mark is a big damage buff and the rotation should prioritize building it as fast as possible. With the tier set we can build a maximum of 3 stacks.

The default rotation, quite often does not build the stacks as fast as possible and sometimes prioritizes Eyebeaming when 1 more global would net +2 stacks of the buff.

The snapshot provided wants me to Chaos strike instead of Blade dancing and then Chaos striking. The latter would net me +2 stacks of Reavers mark.

How to Reproduce

1. Enter game as havoc
2. Get a reavers glaive proc
3. Proceed with the recommended rotation
4. Reavers mark not being built as fast as possible and uptime of +3 stacks not being prioritized over all else.
