Describe the Issue

For Fatebound Outlaw, Vanish is held until Ghostly Strike comes off cooldown, then Ghostly Strike is used from stealth to trigger Double Jeopardy. However, in Hekili’s rotation, the first Vanish doesn’t immediately recommend Ghostly Strike, and the snapshot shows buff.double_jeopardy.up as false. The later recommendations all behave normally, which is very strange.

How to Reproduce

A normal opener rotation all the way until the first Vanish is recommended.

This is a difference between the sim model and the addon's model. In the sim, the fake Double Jeopardy buff is applied in Stealth. In the addon, Double Jeopardy is applied on breaking Stealth (per the description). Since the priority is written with the sim model in mind, that usage of Ghostly Strike doesn't fire.

The later ones work because there's a separate condition about having no Vanish charges.
