Hello ! Eyebeam is not recommended in meta as Fel scarred, if Demonic form is not talented !
How to Reproduce
- Use Havoc Fel scarred mover build (No demonic form)
- Go in meta with 4 cycle of Hatred stack

This snapshot is too late. Every time you sim casts it, the condition for meta remaining time>= 7 is true. So the snapshot needs to be closer to meta cast to find out why it isn't being picked. Like 8-12 seconds after meta.

I did a snapshot at the exact time where eyebeam came back actually, since no demonic form meta dosn't refund Eyebeam cd !

Ok, I had to spend some time trying to figure this out. It's really helpful to be really precise with what you're asking, and use the actual names of things you're asking about.
Note: I'm interpreting since no demonic form meta dosn't refund Eyebeam cd to mean:
a. you don't have Chaotic Transformation talented (since that's the talent that causes Meta to reset Eye Beam's CD); and
b. you don't think there's any reason to hold Eye Beam during the last 7 seconds of Metamorphosis because you don't have that talent.
As Syrif noted, the sim priority doesn't make an exception here. If you're FS, in Meta, and have the S3 4pc, it doesn't Eye Beam during the last 7 seconds of Meta.
Sim Testing
I took your sim and made a comparison of the sim default vs. ignoring the 7 second requirement if you don't have Chaotic Transformation talented.
In single target...
...there's a 0.3% DPS loss with the change; the DPS floor rises a bit but the top-end DPS drops.
In 5-target sustained...
...there's effectively no change to average DPS, but higher variance -- lower DPS floor, higher DPS ceiling.
Based on the above, I don't see a reason to change the sim priority or the addon priority. The difference isn't particularly significant, but seems intentionally written and gives more consistent DPS.
