[REC] ⚠️ Multiple wrong recommendations should be changed

Before You Begin
- I confirm I am using the latest version of the addon (outdated versions may have problems that were fixed on the newest release).
- I confirm I am playing on official Blizzard servers (not private servers).
- I checked for an existing, open ticket for this issue and was not able to find one.
- I have updated the issue title to clearly describe the problem.
- I am reporting an issue with the default specialization priority (not a custom or imported priority).
Specialization
DH - Havoc
Describe the Issue
- Havoc is suffering an issue with recommending Blade Dance before Chaos strike (and also while in meta form), which is wrong after the new tier set. This doesn't happen all the time, but happens regularly and I have to ignore the addon or lose tons of DPS.
Reaver's Glaive does not have a significant enough impact from Reaver's Mark in single-target to be worth empowering. Reaver's Glaive can be cast regardless of the cooldown remaining on Blade Dance, and Chaos Strike should always be cast prior to Blade Dance in the empowered rotation.
-
Everyone who has a 4pc set should always be using Chaos Strike first to empower Blade Dance. Any time Hekili suggests the opposite, it is wrong. It should just never suggest this under any conditions whatsoever with this set. 100% always empower the Blade dance, and this is true also with Vengeance's combo with the same tier bonus.
-
Sometimes it suggests eye beam right before an empowered combo, wasting it outside of the Thrill of the Fight window.

It usually recommends casting all stacks of immo aura early on in the opener during a ST encounter. Immolation aura shouldn't be recommended in ST scenarios unless fury is low, and in the ST Rotation for AR spec, you can see how Immo aura is step 14: https://www.wowhead.com/guide/classes/demon-hunter/havoc/rotation-cooldowns-pve-dps#single-target-priority
This is based on the guidelines of rank 1 Havoc in M+, and the writer of the Wowhead's guide - Shadarek. The new set completely invalidates empowering Chaos Strike, ever, in ST conditions as well.
Let me know if other Havocs experience this issue, but I have been experiencing it on two different PCs, one with lowered performance, and one with maximized CPU resource for performance of the addon. The behavior is pretty much the same, and I think it's within the logic of the addon. Otherwise, feel free to ignore this if it's just me experiencing it for some reason.
How to Reproduce
- Enter game as Havoc
- Play as Aldrachi Reaver spec
- Notice the wrong recommendations

I understand. Can any other Havoc confirm if they experience the same behavior? If it's an issue not just on my side, I will take some time aside to generate some logs properly. I just don't have the time rn. Thank you.
It has been discussed before, the problem being it needs the snapshot to be investigated.
It will say why BD is being recommended before CS.
The sim report then identifies if this is correct behaviour in line with the SIM and if it’s not it’s an APL issue that Hekili does not control (but possibly adjustable)
Either way the data is required to investigate
