[REC] ⚠️Explosive shot not being recommended at melee for survival

- I checked for an existing, open ticket for this issue and was not able to find one.

Describe the Issue
Explosive shot for survival is only using it at range. is there anyway to change this to recommend it, even at melee regardless if its optimal or not?
