After equipping Doom Winds legendary, enhance shaman only shows Windfury totem

Today I obtained the Doom Winds legendary helmet from Torghast. Once equipped, Hekili looks fine. It tells me to drop a Windfury totem at the start of the fight. However, once I actually do drop a Windfury totem, the UI shows nothing but Windfury totem in the queue.
To Reproduce
Steps to reproduce the behavior:
- Equip Doom Winds legendary on an enhancement shaman.
- Cast Windfury Totem
- Observe the Hekili queue which is now nothing but Windfury totem.
Expected behavior
Hekili should recommend Windfury totem once per minute, to support Doom Winds passive.
