Problem with BOAT legendary just spamming wrath/Starfire after entering eclipse.. Its not dumping Astral Power like it should. Only happens when i have BOAT leggo equipped.

BEFORE SUBMITTING AN ISSUE:
1. Check to see if you are using the latest version of the addon. If there is a newer alpha/beta/release version, see if your problem exists with the new version.

Describe the Bug/Issue
After equipping BOAT legendary on my Balance druid. The rotation goes nuts. It keeps spamming Wrath/Starfire, even though full on AP.
It also not suggest any cds etc.
I think its the boat action list that completely screws up.
To Reproduce
Steps to reproduce the behavior:
- Just equip BOAT legendary, and test on a dummy.
Expected behavior
"The way you play this Legendary is pooling over 90 Astral Power as you enter Eclipse, then you gain the buff from Balance of All Things, then you dump x3 Starsurge as to gain insane crit value from Balance of All Things"
