[UH-DK] Outbreak Not Suggested When Virulent Plague Drops Off

Please describe your idea or feature and when it would be useful.
I've noticed that outbreak does not come up on rotation when virulent plague drops off. I've always thought that you are supposed to keep up virulent plague no matter what.
In either case, this report is a disagreement re: current priority/recommendations. The following information would be required:
