[Bug]: Rogue/Sub. Rotation keeps suggesting rupture

What version of HeroRotation are you using?

What version of HeroLib are you using?

What is the issue?
I'm not 100% when this happens but I believe it is when you have < 30 for flag/sblades that you are holding SD/SoD. At this point, every finished suggested is Rupture in aoe rotation.
See on image all targets have rupture and still keeps on Cast Rupture.

I've been further testing and in ST it also recommends it back to back. So just for freshing before CD feels a little weird. I'll wait for your comments. :)
Confirmed with the TCs this line is just to refresh rupture before CDs, I'll see if they fix it in the APL first otherwise I'll put something in HR anyway.
