I can hit for 15k+ Execute, but instead it suggest me trash 11k Mortal Strike?

Yes. If you have 2 stacks of Overpower and either are talented into Dreadnaught or have 2 stacks of Executioner's Precision, then Mortal Strike is suggested over Execute, as per the SimulationCraft APL. The Arms APL is optimized to the current SimCraft APL, which was updated 14 days ago.
