Currently, all action bars are saved / loaded. This can be quite annoying when using extra action bars for 'generic / all-spec / dragonriding' items / abilities.

It'd be grand if it were possible to mark which action bars should / should not be loaded.

I've done some noodling here: whi-tw@99bf34f (main...whi-tw:ImprovedTalentLoadouts:wip/dont-load-all-actionbars), but it's not working perfectly enough for me to submit a PR: some spells are appearing / disappearing intermittently. (this could be me not completely understanding how save/load works when removing a spell)

Does this sound sensible / feasible? I'm happy to do the rest of the dev work if you could help me understand if I've got anything wrong with my understanding of save/load!

Specifically, my issue is that if I remove a spell from an action bar then save, it seems to come back after loading. This could be another addon conflicting with things, or it could be the default blizz per-spec action bars. unsure. Are there any settings that are required for this to function?
