I have two rocket boots, one soulbound, one not (never equipped). In ItemRack I can see both, but they always show the same tooltip (either both soulbound, or both not).

ItemRack uses the name of the item to identify them, if you have duplicates it gets confused.
I don't maintain the addon anymore, so I won't fix it, sorry.
