Two events on one item set keeps cycling sets

I have an itemset that has a lot of spirit for when I drink or use evocation on my mage. I would like to automatically swap to that set if either buff (Drink or Evocation) is up, but what happens when I drink with both those events enabled is that ItemRack keeps swapping between my previous set and the spirit set.
