The last ten releases or so have all been listed as "Maintenance Update" in the change log and according to the git repo, there have been no code changes except the version number since 10.0.40. Is this some kind of bug causing the addon to be continuously republished or is this trying to solve a problem?

Sometimes this will happen. You can set CurseForge App to automatically update addons in the background so that you don't need to click the update button manually.
