Dragonriding unlocks ... randomly? Or rather, at level 10 if you know it account wide or otherwise when you learn it somehow. I think. I have no way of testing an account without it unlocked.

Seems like C_MountJournal.IsDragonridingUnlocked() is accurate, so far anyway.

Steady Flight unlocks with Expert Riding as before, at level 20. You also get Switch Flight Style at that point. Various continents still have Steady Flight restrictions behind achievements which is awful.
