Hi! I have my mounts ordered in different priorities based on how "interested" I am with them, and over time they may fall to a lower priority. Usually all new mounts start at priority 3 for me and I lower them as I go. This poses the problem that where every time I get a new mount I have to manually go into the addon, search for the mount and up the priority. Is there a way to change the default priority for all newly acquired mounts to a higher one? Maybe a rule or a manual change in the Lua files?

LiteMount doesn't track when you "learn" a mount. In theory it could but it doesn't - it's not really a solid concept as far as the game is concerned, you learn and unlearn mounts all the time when you switch classes, factions and professions.

You can set the priorities for all the unlearned mounts at any time. They are down the bottom of the list in grey (assuming you have the default filter selected). The easiest thing for you to do is in the filter uncheck known and use the arrows in the header to set all the unknown mounts to priority 3. Or you could go through and prioritize them by how interested. you would be in them when you learn them I suppose.

The only issue then is when Blizzard add new mounts, which you'd have to adjust and can probably do by just checking the unknown mounts (edit) after a major patch and setting any to 3 that are 1.

TL;DR - LiteMount doesn't know or do anything when you learn a mount so what you are asking for isn't really a thing.
