db.profile.groups is in waiting for beta testing and release

next steps:

  1. db.global.groups
  2. change all the groups stuff in LM.Options to allow isGlobal flag
  3. Update the UI with an indication that a group is gobal
  4. Update the UI with a way to create a global group

This is done for 9.1.13.

I think this would involve moving the groups out of the db.profile.flagChanges and into a separate storage, which is incredibly frightening and I am guaranteed to fubar up the migration and everyone will hate me.
