Infotexts ignore Enable setting, even after a reload

So the ability to enable/disable Infotexts should be moved to the Control Panel soon, but the Enable option currently appears in the options, but does not do anything. Since this happens even after the UI is reloaded, it is not tied to the issue of some modules missing a Refresh function.
