I had an addon long long long ago that allowed me to move tank frames out of the raid groups and place them any where I wanted on my screen so I could more easily watch just the tanks health bars. Is it possible to make this happen in Luna?

This would be ORA2 functionality. I thought about this and it would fall into the same request as #276 .
