are the power bars supposed to change with the current power level of persons in my raid?

if they are, mine do not. if they are not, why not and can it be made to do so?

Yes power bars are supposed to display rage/mana/energy. If they do not you have to tell what settings you changed to break them. Also keep in mind that you have to lock your frames in general settings to make them work.
