Update the project files to be consistent with the organization workflow.

  • Add .gitattributes.
  • Add .gitignore.
  • Add LICENSE.txt.
  • Add workflow files.
    • Update workflows to only trigger on newer tags.
  • Update .pkgmeta.
  • Update CHANGELOG.md.
  • Update README.md.
