Switch `InterfaceOptionsFrame` References to `SettingsPanel`

Classic and Wrath Classic have been moved to the SettingsPanel API and the InterfaceOptionsFrame has been deprecated.

  • Switch references from InterfaceOptionsFrame to SettingsPanel.
  • Make Masque's LDB button a toggle again by using HideUIPanel.
