I can't find ADJUSTDKP, MANAGE menu tab, my game language is Chinese, and after I change language to English, it not help.

This is likely due to your character not having officer permissions. Either a whitelist was created that did not have your characters name on it, or you do not have a rank that has edit officer note permissions
