Newly created action bar has Show Grid (disabled) issues

I believe I'd created the new bar, disabled show grid, then relogged prior to these issues being noticed.
- Disabling Show Grid will cause it to not show the blank buttons when it config mode; the default 2 action bars do show the blank buttons as expected
- With Show Grid disabled you can't drag anything to the bar, when you start to drag the buttons don't show up (probably related to the first point but not 100% sure) so there's nothing to drag it to
- Enabling Show Grid doesn't do anything until you reload
Seems in part to be an issue with how the bar is loaded when Show Grid is disabled. After reloading once Show Grid is enabled, toggling SG works as expected to show/hide the grid during that session.
