Priority keybinds should only be active if there are actions associated with them, otherwise the keybinds should fall back to any other bars that are set with the same keybind.

NOTE - currently this functionality seems to be working correctly when Show Grids is disabled but that may only be because of the separate bug I just reported where the lack of the grid seems to be somewhat disabling the bar entirely; it's possible once that other issue is fixed this issue won't only be with Show Grid enabled
