Tooltip cancels itself for certain sources

Issue description:

For abilities, mounts, and pets: tooltip shows while hovering
For toys and items in bag: tooltip shows for less than 1s then vanishes
For equipsets: no tooltip at all (so I think this may be unrelated)

How to reproduce:

  1. Disabled all addons but Neuron on new toon (for all but equipset test)
  2. Dragged something of each type to a bar
  3. Hovered over each in turn
