'Restoring Charges' behavior is trumping the behavior for the other sliders. For instance, with Battle Shout buffed, it shows the color and size of the Restoring Charge setting, and when using a short CD, like Recklessness, it shows two separate countdown numbers, with duplicate info, again, the Restoring Charges count down, as well as the 'Under a Minute' or 'Soon to Expire' count down.

Are these CD on your action buttons? If so are you using any mod for them.
Also, do you have blizzard cooldown text enabled?
