Cooldown Opacity is applied to honor level frame

Give us a clear and concise description of the problem, and what you expect to happen
The Cooldown Opacity is applied to the honor level frame in the Player vs Player dialog. It displays the current honor level and the current progress there when you set the opacity to less then 100% it will become transparent/hidden. I am not sure if other ui elements are also effected currently I have only noticed this one.
Do you have any steps to reproduce this issue?
- open OmniCC options set Cooldown Opacity to 0%
- open Group Finder dialog (default i key)
- goto Player vs Player tab
- observe the empty space in the bottom right corner where the honer level should be

No error message.

What other addons are you running?
Tested with all other addons disabled.
