Cooldown timer for charges remaining on an ability

Since patch 6.0.2 the cool down timer for an ability with charges will begin when the first charge is used, rather than when there are no charges remaining. Can it be reset to only start the timer once there are no charges remaining? (and the timer will show the time remaining until the next charge is available?)
It is no longer possible to change this option under Text Style tab > Restoring Charges.
