Register UNIT_THREAT_LIST_UPDATE in Threat module for nameplates

Nameplates threat need UNIT_THREAT_LIST_UPDATE event as discussed in #312.
It should be registered by default or maybe through a layout option like frequentUpdates option in Health and Power for UNIT_*_FREQUENT event.
