Outfit from Weapon1/Shield to Weapon2/Weapon1 Doesn't Swap Weapon1

I have a weapon and shield outfit and a dual wield outfit. The main hand weapon in the shield outfit goes to my offhand in the dual wield outfit - at least it's supposed to. But I guess due to the order of how items are swapped out, it doesn't put my MH into the offhand.
Expected:
WEAPON1 / SHIELD -> WEAPON2 / WEAPON1
What happens:
WEAPON1 / SHIELD -> WEAPON2 / SHIELD
If I click the outfit again, it will put WEAPON1 in the correct position, but I'd rather not double click the outfit to make this work.
