Outfitter button disappears from character frame

Can't consistently reproduce the issue. Some action makes the outfitter flyout button disappear from the character frame. Appears to be related to the equipment manager cvar.
Workaround: Turn the equipment manager on, save, then turn it off and save seems to fix the issue.
