All paladins HolyPower spenders checks for Judgment debuff on target. But in the situation when you change your target just after Judgment spell AND new target has no Judgement debuff AND you are full on HolyPower rotation will not suggest any HP spender spell or any HP gainer spells... e.g. no spell at all, so you will stuck with judgement suggestion for it full CD.

The only solution to SimCraft generated rotation is to manually add low priority HP spender spells without Judgment debuff checks.
