Protection Warrior script doesn't progress through any abilities.

For single target, it just has you cast Battle Cry (a DPS cooldown, which in and of itself is odd) and then you spam Devastate with the occasional Revenge thrown in.

Just made a custom Ovale script using the latestet Warrior 19P from SimC, and have the same results. Maybe the issue is on their end?
