Rampage is hardly ever put as a priority ability, I haven't found the reason for when it does but it doesn't seem to be correlated with procs or buff uptime. Enrage should be a very used to keep enrage up or when at 100% rage. If using talent Frothing Berserker it should be used at 100% rage
