In my testing, it seems that the game successfully identifies that you have cold heart equipped, but all the checks of BuffStacks for the cold_core_buff seem to fail. The spell ID looks right to me, but I'm not sure what's going on.

Some quick testing and the issue is as simple as the wrong spell ID for the buff. 235599 is the correct one.
