It doesn't suggest any actions for the majority of the time, particularly never suggesting Scourge/Festering Strike or Death Strike (when free and available).

It is the way the APL is written in simc. It requires cooldowns , specifically AoTD to be used for anything to me recommended. https://pastebin.com/GaB8GQNu is what I did. Some changes specifically to suit what I want it to do. You can test it by using the custom script in options.
