Game patch 8.1.0 (29139) (Release x64)
Addon version 8.1.0

Changelog was read.

See the image below:

Enemy action bars show as "locked."

To Reproduce
I have no idea, it is always like that.

Expected behavior
See enemy action bars and remaining cooldown.
