In the tooltip it stops at 99 but I have 119 unspent points:

This is intentional. The golden-bordered box can only contain two digits. I tried to display it as 99+ but it didn't look very pleasing.
Is there a reason you kept these points unspent? Or have you already purchased every trait possible but the game keeps giving you new points every week?

No, it's just that I'm keeping some points in reserve for S2, depending on the equipment I wanted to focus on. I totally understand, it's not a big deal.

It will now show "99+" if the number exceeds 99. Hopefully it will decrease the chance of confusion.
