Might be because exalted? my friend can also not see it and he's exalted too, tried to turn in more rep for the paragon but didn't start showing after that either

The criteria is checking if the quest "Diversified Investments" is completed by your Warband, but I made a typo: the quest ID is 86961 not 8691.
Editing the line 230 in Plumber\Modules\ExpansionLandingPage.lua should fix this issue :)
