I'm not sure how long this has been an issue, probably since 10.2 launch four weeks ago... But I checked latest Project Azilroka Alpha as well as the last release version, and the Blizzard Options pane is not moveable. And I really wish it was. I hate trying to edit addons settings and not being able to move the Options window! Let me know if I can help.
