Bug description

I can see the quest "Seasoned Wolf Kabobs" from an NPC in the inn of Darkshire, which is a quest for cooking skills higher than a specific number. But my cooking skill is lower than that, so I think this quest should not be displayed if my cooking skill is lower than that.
