Bloodsail rep doesn't take reputation into account

Description
When grinding Bloodsail reputation, the Bloodsail quests show as available way before being neutral with the Bloodsail. It should require both bad reputation with Booty Bay, and neutral/friendly reputation with Bloodsail - otherwise it's not possible to talk to the Bloodsails!
