I'm able to get this quest in ironforge at level 27.
According to wowhead level 6 is required.

I can confirm it's not obtainable at level 5. It shows up as a silver exclamation mark above his his head so level 6 could be correct.

Edit: I checked the code and it is set to require level 6. The quest is level 60 tho so if you don't have "Show above level >" set to 60 it won't show. Current system shows level 60 quests that requires level 1, not as this one that requires level 6.

Also: You're 11 versions behind latest. Please update.
