Port NPCScan's polygon triangulation code and use it to display polygons on the map

@Logonz got this working years ago in the 1.12 build but it was never properly integrated into questie
I recently learned that NPCScan_Overlay's code is licensed under GPLv3 so we can use it. Some quests could really benefit from displaying using polygons instead of a large amount of icons
This will also require some logic to generate polygons from spawn points where needed, Logonz had some code to do that but it will need refining
May be addressed as part of #2498 ; closing as it's not a high priority as a stand alone issue.
Not using polygons, but going for simplified objective area markers.
