Gaining the Advantage (id 11875) should only be available if you are a gatherer (skinner, herbalist, miner).

Was trying to get this quest on one of my chars that is not a gatherer, found out why.
Judging from Wowhead comments you also need Shattered Sun on neutral reputation. And from Wotlk launch until 3.2 this quest wasn't available at skill levels over 375, not sure how it is on 3.4. 🙈
The minimum skill requirement of 300 for one of three skills is something we can't do at the moment, it's either one skill or none. So this requires a change of database format.
