Objectives mixing for "Lambs To The Slaughter"

Description
The quest has two objectives - kill 10 Scarlet Crusader Soldiers, and kill 15 Citizens of New Avalon. It is showing the Scarlet Crusader Soldiers objective on mouseover of both the Scarlet Crusader Soldiers and the Citizens of New Avalon. It should track the Citizens on the Citizens.
